Local non-governmental organizations  
The local non-governmental organizations have been one of the important partners in the participatory community development. A wide variety of NGOs have been participating in the PCD projects in the whole region. The NGOs have a very important role in the local communities, being the direct way for communities to participate in decisions affecting their lifes.

We have seen corrupt NGOs, created for particular projects, consisting of 1-2 people, often members of one family, mainly seeking for profit.
But we also have seen NGOs with dedicated and motivated people who saw in our partnership an opportunity to unite efforts with a stronger organization such as the Red Cross, with better access to authorities.

These people have helped a lot with their project management skills, knowledge in their area of work, with their particular interest to "burning" issues in the commmunities, with their dedication to the job and great concern about the people.

Unfortunately not many NGOs are functioning in the rural areas, where many vulnerable people live, for that our experience in partnerships with NGOs is mainly in the cities and towns. We are learning from each-other.
