PCD progress in Croatian Red Cross

PCD programme is implemented in one new Red Cross branch (Otocac) and continued in local Red Cross branches of Darda, Slatina, Beli Manastir and Ogulin; for the benefit of people exposed to poverty and discrimination such as Roma, vulnerable minorities and other marginalized groups within local communities.

After initial meeting with community members and stakeholders that was held in October 2007, the date for PRA workshop was set. The main purpose of PRA workshop was to introduce the methodology of the PCD and the practical issues related to the selection of vulnerable communities, forming the PRA team, large group workshop and development of the vulnerable communities in general.

PRA Team in RC branch Otocac, Croatia
The meeting was held in the RC Branch Otocac with 8 members of PRA Team. The aim of the meeting was to discuss the following topics:

1. Evaluation of PRA workshop
2. Information on collection of secondary data
3. Participatory Rapid Assessment - planning
4. Field visit
5. Next steps to be taken

After the meeting PRA Team visited local community in village Linarici (Brinje County). Here are some photos.

2 Micro projects in Croatia
Road safety is the main issue that the micro-project in Slatina is targeting.

Slatina is a town cut in two by a main road. There have been many casualties, especially children, forced to cross it, especially during rainly seasons as the side paths where people use to walk to reach the other half of the town, go under water.

A small walking bridge will be constructed next to the road bridge to avoid people from crossing in that area. Permissions were recently obtained and construction will start soon.

In Beli Manastir where the Roma community suffers of lack of potable water, a water pump was constructed and tests are now run to check water quality. However, as the small Roma settlement next to a swamp, the water quality is generally not good in this area. What makes the settlement even more isolated is the mine field on the other side.

A children playground in the village is the second target of the micro-project in B. Manastir, a direct result of the majority of votes during LGW and the exceptionally active participation of youth and children in it.

10 PCs were obtained as a donation for youth activities in Slatina (donated by Slatina Bank) and 4 in Beli Manastir (donated by Raiffeisen Bank of Austria).

Road safety workshops were organized in the schools in both communities as well as a mine awarenness workshop in Beli Manastir.

Croatian Red Cross preparing for a PCD/PM meeting in September
The Croatian Red Cross is preparing for the planned meeting of people from 12 Red Cross branches and HQ, who are working in PCD and in Population Movement programmes (assistance and community mobilization projects with returnees to Croatia).

The meeting will be organized in September and will be facilitated by Zeljka, Ead and Sanja Pupacic. Branches for the new PCD round will be selected only after the meeting.

Two Large Group Workshops in Croatia
A heavy schedule of two Large Group Workshops in two days was carried by the National PCD Coordinator of Croatian Red Cross, Ead Becirevic and a visit to another community (Darda) on the third day.

The LGS's were organized in Kozice, Slatina municipality on 10.04.07 and the area of  Beli Manastir on 11.04.07.

Good involvement of the local authorities, especially in Slatina. The person representing the authorities is a very active team member. The mayor himself was also present during the Large Group workshop, as well as both mayors (village and municipality) in Beli Manastir area.

Different challenges for the facilitators. People in Slatina (mainly women, husbands were working) are steadily focused on their home problems and kept insisting on Red Cross to solve them. The RC people have difficult time to overcome the self-oriented attitudes, partly caused by the RC history of humanitarian assistance.

The final community priority in Slatina is the safe access to the school and to the other part of the village. Community members will volunteer, and that will strenghten the community around the issue to solve. Making bridge is not a Red Cross main area, However with roles well distributed between the Red Cross (motivating and working with the volunteers), the authorities (providing funding, materials, engineering work, etc.) and the community (providing labor and people in the project team) the result could really be good and sustainable...

Different situation in Beli Manastir - people participated well, including many youth and children, who became the focus for future micro-project.
The children - the group seen as most important by everybody in the LGW, will assure a very high level of participation and sustainability in the future. The rest of the people living in the main part of the village should be involved in the future. This could continue the PCD process (taking into account possible negative relations between the two groups in the area).

In Darda - very good meetings with Roma representatives - present and potential partners, preparing for interviews. After discussion it was agreed to carry on a community forum instead of interviews.
